$350,000 incentive award for U.'s high energy facility
   
   The Utah Board of Business and Economic Development on Friday approved a $350,000 incentive award for the University of Utah's proposed West Deseret High Energy Astrophysics Facility that could eventually be built in Delta and be used to study cosmic rays.
    Under the award, the state will provide $100,000 for the assembly of office buildings and a staging area, $100,000 for road upgrades that can be used with matching funds from the Utah Department of Transportation and Millard County, and $150,000
to reimburse the university for environmental impact assessment costs.
    To meet the costs for a conference center/auditorium at the facility, the university and Delta City were told they should seek an appropriation from the 2005 Legislature.

   Qwest director resigns
   
   Qwest Communications International Inc., the fourth-largest U.S. local-telephone company, said Thomas Stephens resigned from its board to focus on other businesses.
   The resignation was effective last Friday, Denver-based Qwest said in a statement. The company has no plans to replace
  Stephens, 61, said Qwest spokesman Robert Toevs. The move leaves Qwest with 11 directors.
   Stephens was on Qwest's audit committee and served as the panel's chairman in 2000 and 2001, when the company said its revenue was overstated by $2.5 billion. Qwest has been under investigation by the Securities and Exchange Commission and Justice Department since 2002.
   Stephens had been a Qwest director since 1997.

Psychological health awards
   
   The Utah Psychological Association is accepting applications for the 2004 Psychologically Healthy Workplace

  Awards, which recognize organizations that demonstrate a commitment to the psychological health and well-being of their employees.
   "Employers are beginning to realize the benefits of a workplace that is sensitive to their employees' psychological well-being," said Cheri Reynolds, Utah Psychological Association president. "We hope the organizations we honor can serve as models for other employers.
   Awards will be given to small, medium and large organizations, including nonprofit and governmental entities. Applicants will be judged on criteria that includes:
   l Level of employee involvement in decision-making, feedback, tasks
  and problem solving
   l Family-support options, including opportunities for child- and elder-care assistance
   l Employee group and development opportunities
   l Provision of a work environment that is physically safe and promotes employees' physical health and wellness
