Format for fixed point $w.d$f

For variables of type float, we have a choice of fixed point or scientific notation. The code for fixed point format has the form $w.d$f, where $w$ specifies the minimum width of the space for the number (including the decimal point and possible sign) and $d$ specifies the number of digits past the decimal point. The number is rounded to the specified number of digits. If there isn't enough space, Python makes room anyway. If you omit the width $w$, as in $.d$f, Python simply makes room.
